Hondius Water Users Project Committee 1/8/15 Meeting Minutes

Present: Jim Redman, Tim Breiding, and Bill Rawsky. Absent: Beth Coulson, Ernie Dietrich, Thurmond Williamson, Brandy Flanagan, Tony & Vi Burroughs, Don Piepgras

Review of Project Committee and Project Timing.

Larimer County is working on the Request For Proposal (RFP) for the project’s Preliminary Engineering Study (PES) and it is expected to be completed around the end of February. Responses (bids for the study) will be requested within approximately two weeks from that time. Based on this time frame the committee to select the engineer (expected to consist of two participants from the County and three from the Hondius water users group committee) will have an initial meeting to score the RFP’s mid-March. This first meeting can probably occur via phone conference and will narrow the pool to 2 or 3 proposals. The second meeting would occur around the end of March and will require the members to meet in Fort Collins to interview the bidders and award the PES.

Review of Project Committee and Project Timing.

Larimer County will announce the Request For Proposals (RFP) for the project’s Preliminary Engineering Study (PES) in February. Typically, 3-4 weeks are allowed for responses. Based on this time frame the committee to select the engineer (expected to consist of two participants from the county and three from the Hondius water users group committee – a combination of Jim, Tim, Beth and Don, depending on availability) will convene in March to score the RFP’s. Funds Collection Update.

We have collected the necessary $12,000 from the Hondius Water Users Group for the estimated costs of the preliminary engineering study. The funds have been sent to Larimer County. There are still approximately 15 or 16 homeowners we have not been able to reach and for whom we do not know if we have correct contact information. It was acknowledged this will require additional follow up.

8/29/14 – Request for Funds

To: Hondius Water Users

For those of you who were unable to attend, we held the Hondius Water Users meeting August 16th at the Museum in Estes Park. We had 60-70 people in attendance and they voted unanimously in favor of proceeding with the next step in the process of replacing the Hondius lines, which is obtaining a preliminary engineering study. If you have any questions, you can send them to the committee here.

Based on this very positive response from the group of fellow Hondius water users, we are soliciting a matching grant from the State for the cost of the preliminary engineering study, which is estimated to total approximately $24,000. In anticipation of receiving that grant, the remaining cost to the Hondius users will be approximately $12,000. As a result, we need to collect that amount from the Hondius users group.

8/16/14 – Initial Homeowners Meeting

September 9, 2014August 16, 2014

A homeowners meeting was held at the Estes Park Museum on August 16, 2014 to discuss the project and to vote on whether to move forward.

The meeting was attended by approximately 60 Hondius water users. Also in attendance were Jeff Boles, Town of Estes Park Water Superintendent, and Rod Harr, Senior Civil Engineer of Landmark Engineering. Ed Schemm, Larimer County Assistant Director of Environmental Health, was unable to attend, but provided a summary of the process of obtaining funding from the Drinking Water Revolving Fund, which was provided to those in attendance.
