Jim reported on the meeting held August 3rd with the Engineer, and County and Town officials. There were five representatives from the Town of Estes Park. Together, the group went through a list of issues.

Project Update.

Results of the June 22 conference call of available committee members and engineers was reported. The engineer reported that the meeting with representatives from the Town of Estes could not occur until after July 4th due to the people needing to attend not being available until then. The committee submitted questions to be presented at that meeting. They include questions regarding service lines and water pump/reservoir requirements. Due to the delay, the engineer report is not expected to be received until at least the end of July.

Jim reported on a discussion between him and two representatives from Larimer County regarding development of a local approval district. They identified the best option is to offer those individuals not on the Hondius system be allowed to participate if desired.

Update on Project Timing and Process.

Jim reported on the meeting he attended on March 23rd in Denver with representatives of the Colorado Department of Public Health and Environment. See attached letter from Richard Markovich, the CDPHE Project Manager summarizing the meeting. The attendees at the meeting were well versed in the project and while pointing out matters that would need to be completed, gave the impression that the project could be accomplished from their standpoint. The terms of the loan if obtained in 2015 would be a 2% loan with pay back over 20 years.

Update on Project Timing and Process.

Jim reported he’s been in touch with our Larimer County representative this week. The County representative reported progress in working through the changes implemented by the state for projects such as ours. As a result, the County believes that they are now in sync with the State for our project and will continue work on the Request For Proposal, which had been put on hold pending obtaining a full understanding of the changes to the State’s process. The State’s new process will require another meeting that will require a representative from our group to meet the State and County. The County representative will let us know when this meeting will be scheduled. Jim will let the committee know when he gets an RFP draft so it can be commented on.

Update on Project Timing and Process.

Jim reported he’s been in touch with our Larimer County representative this week. The County representative reported the process changes implemented by the state should not affect our project. However, the anticipated timelines may change by a couple months. Instead of a February RFP it may be March or April. The good news is there may be more grant money available. Jim will let the committee know when he gets an RFP draft so it can be commented on.
