Hondius Water Users Project Committee – 6/4/15 Meeting Minutes

Previous Meeting Minutes. Approved.
Project Update.
Jim reported on a discussion between him and two representatives from Larimer County regarding development of a local approval district. They identified the best option is to offer those individuals not on the Hondius system be allowed to participate if desired.
Discussion of the project process. The process involves: 1) An advertised public meeting with the Hondius users (and other potentially affected parties) subsequent to completion of the preliminary engineering study, 2) An advertised public meeting with the county commissioners, 3) Scheduling of an election to form the local improvement district [LID], 4) LID would request a loan from state/federal agencies.
Discussion on how costs would be shared by people who were not original investors. Some members shared their previous experiences in similar situations but all is speculation at this time.
Hondius System.
Brandy reported on a conversation she had with Frank. He reported $500 is the current amount needed from each User in order for the system to be solvent. It was felt by most that this is high billing for those who aren’t using water all the time. This led into discussion on how the current system concerns might be addressed. Discussed the history of the Hondius Water Users Association and possibility of reforming this Association. Brandy and Bill will meet this summer to form some ideas on this.
