Hondius Water Users Project Committee 5/7/15 Meeting Minutes

The Meeting was called to Order at 7:09PM Central time.

The Committee approved the minutes from the April meeting. Jim will forward for posting onto the website.

In attendance: Jim Redman, Don Piepgras, Tim Breiding, Beth Coulson from the Committee, Ed Schemm from Larimer County, and Rod Harr from Landmark Engineering.

The meeting began with questions and answers with Rod Harr from Landmark Engineering about the project and the needs identified by committee members. These included questions as to:

  • Town standards for the depth of mainlines
  • Routing of mainlines: Upper parts of Tanager Rd are currently served off of Upper High Drive, and in some cases with multiple residents served by a single service line. Engineers said they would be looking at running a line up Tanager to serve those customers
  • Whether blasting might be necessary to get through rock to meet depth standards
  • Tie-ins to existing service lines: Can those that only want seasonal water tie their existing shallow service lines into the new mains rather than digging in a new service line. If using seasonal service lines, will cross connection to existing cisterns be allowed with appropriate cross-connection devices installed? To be determined.
  • Will there be fire hydrants in the design: Yes

The basic element of the design is for an 8” mainline. The cost breakdown the engineers will consider in the design will also include the amount of rock that may be encountered, the number of bends in the line, valves and hydrants. The engineer stressed that this will only be a preliminary design, not be a final design. Specifics will come after an agreement is reached to proceed. Jim Redman will be the primary contact with the engineers.

A status update on the project should be available by mid-June.

There was also discussion on who should be included in the final design and cost sharing should the project be built. Many cabins in the High Drive area have their own wells and are not currently on the Hondius system. It was generally felt that if they were forced to participate, the chances of advancing the project past the required meeting with County Commissioners or the ultimate general election vote might be in doubt. It was agreed that there should be some outreach to these cabin owners to see if they would want to participate. It was also asked if existing Hondius users could opt out if they have alternate sources of water such as wells or cisterns. No answer was available at this time.
